الكفاءة التشغيلية لميناء بورتسودان وأثرها على تجارة السودان المنقولة بحراً (دراسة تطبيقية على محطة الحاويات بالميناء الجنوبي) (الفترة 2005 – 2009م)

Abstract

هدف البحث إلى دراسة ميناء بورتسودان باعتباره المنفذ البحري الرئيسي للسودان على ساحل البحر الاحمر لنقل تجارته الخارجية والوقوف على البنيات الأساسية المتوفرة بهيئة الموانئ البحرية السودانية (البنية التحتية والالات والمعدات) كما يهدف إلى تقديم المقترحات والتوصيات التي يمكن القيام بها للنهوض بالتجارة الخارجية السودانية المنقولة بحراً. أعتمد البحث على المنهج الوصفي التحليلي. اعتمد البحث في جمع البيانات على المقابلات الشخصية والزيارات والمصادر الثانوية المختلفة من المراجع والتقارير والدوريات. توصلت الدراسة إلى عدة نتائج أهمها: - تجارة النقل بالحاويات في السودان تتم بنظام النقل من الميناء إلى الميناء الامر الذي ينعكس بصورة سالبة على نظام الحاويات الحديث من الباب الى الباب. - ارتفاع تكاليف خدمات مناولة السلع الصادرة والواردة بميناء بورتسودان وهي الاعلى بمثيلاتها في موانئ البحر الاحمر مما يشكل تكلفة اضافية لتلك الصادرات والواردات. - يفتقر ميناء بورتسودان الكفاءة الضرورية والمطلوبة لنقل تجارة السودان الخارجية حيث تتمل الكفاءة المرغوبة في سرعة وجودة وسلامة المناولة وارتفاع معدلاتها وقلة تكاليفها. أوصت الدراسة بالاتي: - التركيز على نظام نقل الحاويات بميناء بورتسودان من الباب الى الباب بدل من الميناء وذلك بتأهيل السكة حديد والاهتمام بوسائل النقل الاخرى والاهتمام بشبكة الطرق وتعبيدها. - العمل على تخفيض تعريفة رسوم في الميناء مما يؤثر جيداً على حركة البواخر الصادر والوارد. - العمل على رفع كفاءة الاداء بميناء بورتسودان من قبل الدولة والمؤسسات العاملة في مجال النقل البحري في السودان وذلك للاسهام بصورة فعالة لنقل تجارته التي تنتقل معظمها عن طريق البحر.

Abstract

This research to study portsudan as the only important outlet for sudan on the Red Sea coast, transporting its external trade and stand on the available infrastructure of Sudanese Sea ports corporation (SPC). Also it aims at evaluates the proposals and recommendations that can be done to boost the Sudanese foreign trade that transported by sea. The research adopted the descriptive and analytical methodology to clarify the operational efficiency of port Sudan and its impact on transporting Trade of sudan that transported by sea. The research adopted the secondary sources of different references, reports and periodicals. the study reached the following result : - Shipment via containers in Sudan, handled through the transportation from port to port, this may reflect a negative image on the modern containers system from door to door. - The pricing of handling serices costs of export and import commodities at portsudan is the highest compared with equivalent on the red sea, this may form an additive cost for those export and import. - Portsudan port is lacking the required efficiency for transporting Sudanese external trade, whereas desired efficiency represented in fast, quality, safety of handling, rising of its rates and its low costs. The Study recommended the following: - Focusing on transporting containers from door to door, instead of port to port comes through rehabilitating Sudan railways, other transport means and in roads network by up grading them. - Working on reducing and the Tariffs of the port fees, this may affects positively ships movement, export and import respectively. - Working on upgrading the efficiency of port performance by the State and institutions working in the Maritime transport in Sudan, this will contribute effectively in transporting the external trade.
