أثر نظم المعلومات الإدارية علي الإجراءات الجمركية بهيئة الجمارك السودانية دراسة حالة دائرة جمارك البحر الأحمر

Abstract

المسـتخلص هدفت الدراسة إلي التعرف علي نظم المعلومات والإجراءات الإدارية المتبعة وتأثيرهما في تطوير العمل الجمركي ومساهمتهما الفعالة في تقديم الخدمات للمواطنين ، وكذلك معرفة العوامل المؤثرة علي أداء نظم المعلومات الإدارية وإيجاد الحلول الملائمة عن طريق تبسيط الإجراءات ، بالإضافة معرفة أهمية تبسيط الإجراءات الجمركية باعتبارها عملية تستهدف تحسين الأداء لتفعيل إجراءات العمل وتوحيد حاجات الأفراد للنمو برفع مهاراتهم وصقل خبراتهم. توصلت الدراسة إلى نتائج أثبتت صحة تلك الفرضيات منها: أدي استخدام نظم المعلومات الإدارية إلى إحداث السرعة والكفاءة في انجاز المعاملات الجمركية في إدارة شرطة الجمارك – ولاية البحر الأحمر، وأيضاً ساهم استخدام نظم المعلومات الإدارية في زيادة فعالية الإجراءات الجمركية بدائرة شرطة جمارك البحر الأحمر، وكذلك تقوم إدارة شرطة الجمارك بإجراء تقويم دوري لقياس مدي الاعتماد علي نظم المعلومات الإدارية في أنظمة العمل الإداري. وبناءاً على النتائج السابقة توصلت الدراسة إلى مجموعة من التوصيات منها: ضرورة أن تستخدم إدارة الجمارك إجراءات بسيطة وسهلة في معاملاتها الجمركية حتى لا تؤثر علي أسلوب الأداء، وكذلك يجب أن لا توجد جميع الإجراءات عند موظف واحد أو مكان واحد حتي لا يؤدي ذلك إلي تدني الخدمة المقدمة للعملاء، وبالإضافة،إلى ضرورة أن تستخدم إدارة شرطة الجمارك نوافذ متعددة في تقديم الخدمة للعملاء.

Abstract The study aimed to identify the information systems and administrative procedures followed and their impact on the development of customs work and their effective contribution to providing services to citizens, as well as knowledge of the factors affecting the performance of administrative information systems and finding appropriate solutions by simplifying procedures, in addition to knowing the importance of simplifying customs procedures as a process aimed at improving performance To activate work procedures and unify the needs of individuals to grow by raising their skills and refining their experiences. The study reached conclusions that proved the correctness of these hypotheses, including: The use of administrative information systems resulted in speed and efficiency in completing customs transactions in the Customs Police Department - Red Sea State, and the use of administrative information systems also contributed to increasing the effectiveness of customs procedures in the Red Sea Customs Police Department, and the Customs Police Department conducts a periodic evaluation to measure the extent of accreditation Ali management information systems in administrative work systems. Based on the previous results, the study reached a set of recommendations, including: The necessity for the customs administration to use simple and easy procedures in its customs transactions so that it does not affect the method of performance, and likewise, all procedures should not be found at one employee or one place so that this does not lead to a decline in the service provided to clients, and in addition, the need to use the customs police Multiple windows to provide service to customers.
